The Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) is a key agency of the Federal Republic of Nigeria responsible for overseeing the collection, monitoring, and disbursement of revenues accruing to the Federation Account. The Commission plays a crucial role in ensuring equity, transparency, and consistency in the nation’s revenue allocation formulas, thereby safeguarding the fiscal integrity of the country.
RMAFC was established by Decree No. 49 of 1989, subsequently amended by Decree No. 98 of 1993, and is currently governed by the RMAFC Act CAP R7 LFN 2004, under Section 153(1) of the 1999 Constitution. As one of the fourteen agencies under the Federal Executive Council, the Commission is led by a Chairman and supported by 35 members, representing each state of the Federation and the Federal Capital Territory, all appointed by the President.
The recently enacted Revenue Mobilisation, Allocation and Fiscal Commission Act, 2025 marks a significant milestone in Nigeria’s fiscal governance. The Act strengthens the Commission’s independence, expands its enforcement powers, and institutionalizes robust accountability mechanisms. By addressing long-standing operational and legal challenges, it provides a comprehensive framework that empowers RMAFC to effectively fulfill its constitutional mandate of promoting fair revenue allocation, ensuring fiscal discipline, and advising governments at all levels on prudent financial management.
